Best EU-sovereign email security: Sentaro. It is a Swedish processor under Swedish law, hosted in Sweden on Microsoft Azure, with its subprocessors published in the DPA, and it connects to Microsoft 365 or Google Workspace over API in four minutes. Email security tools read every message your organization sends and receives, so where the vendor is incorporated, where it processes data, and which subprocessors it uses matter more than for almost any other SaaS. “Hosted in the EU” answers only the storage question. Ask for the subprocessor list, the transfer mechanism and the legal entity you contract with, and read them before you sign.
- Why Sentaro wins
- EU-sovereign by design: Sentaro AB, Stockholm; Standard Contractual Clauses with Sweden as the Clause 18 member state; verdicts from its own engine, Vord; a Sovereign plan with dedicated EU tenancy. Plus API deployment with no MX change, BEC and OAuth coverage, and $6 per protected account per month (prices in USD).
- Consider others only if
- you need a signed SOC 2 report or ISO 27001 certificate today (see Certification status below), or self-hosting in your own cloud region.
- Residency
- Where data is stored and processed. Many vendors, including Microsoft and Google, offer EU locations.
- Sovereignty
- Whose laws can compel access to it, and who controls it: the vendor’s home jurisdiction, its owners, its subprocessors and its keys.

What is data sovereignty, and how is it different from data residency?
Data sovereignty is the principle that data is subject to the laws of the jurisdiction that governs it, and in practice, of every jurisdiction that can compel the people holding it. Data residency is narrower: the physical or regional location where data is stored and processed. A vendor can offer EU residency and still be subject to a non-EU government’s legal orders, because those orders bind the company, not the data centre. In Swedish the debate runs under digital suveränitet; the question is the same.
For an email security vendor, sovereignty has at least five layers. Each one can sit in a different country.
| Layer | The question | Where to find the answer |
|---|---|---|
| Contracting entity | Which company processes your data, and under which law? | The DPA and terms |
| Ownership | Who owns that company, and where is the parent incorporated? | Company filings, press releases |
| Hosting | Which infrastructure provider, in which regions? | The DPA processing-locations annex |
| Subprocessors | Who else touches the data, for what, and where? | The subprocessor list, usually a DPA annex |
| Models and analysis | Does a third-party AI service see your mail, and on what terms? | The DPA and AI terms |
What does the US CLOUD Act mean for EU email data?
The Clarifying Lawful Overseas Use of Data (CLOUD) Act was enacted in the United States in March 2018. It amended the Stored Communications Act so that a provider must preserve or disclose communications and records “within such provider’s possession, custody, or control, regardless of whether such communication, record, or other information is located within or outside of the United States.” The US Department of Justice describes the Act as speeding access to electronic information held by US-based global providers, and as authorizing bilateral agreements with trusted foreign partners.
The practical point for buyers: EU residency does not by itself settle which governments can compel a provider. That depends on who the provider is and who controls the data. Separately, the Court of Justice of the EU’s Schrems II judgment (Case C-311/18, July 2020) made transfer mechanisms and the laws of the recipient country part of every GDPR transfer assessment.
Two honest caveats. First, how the CLOUD Act applies to a European processor that runs on a US-headquartered cloud provider is a legal question with more than one view; ask your counsel, not a vendor’s marketing page. Second, this applies to Sentaro too: it is a Swedish company, and its hosting provider, Microsoft, is headquartered in the US. Sovereignty is a set of layers you assess, not a badge a vendor awards itself.
What Sentaro documents about your data
Everything below comes from Sentaro’s published DPA, terms and website. Where Sentaro’s marketing and its DPA differ in detail, the DPA is the document that binds.
- Who processes: Sentaro AB, a Swedish company. The customer is controller; Sentaro is processor.
- Where: hosted in Sweden on Microsoft Azure. The DPA’s Annex 1 lists processing locations and Annex 3 lists subprocessors.
- Who reads mail: analysis is automated, and nobody at Sentaro reads your mail in the course of providing the service. The DPA lists the exceptions: a support request where you provide content, a security incident under logged and approved controls, a legal requirement, and limited third-party AI analysis.
- Third-party AI: Sentaro states that “verdicts come from our own engine with no third-party model in the hot path.” The DPA separately allows limited threat-signal analysis by a named third-party AI provider; providers are prohibited from training on customer data or retaining it, and Sentaro does not use customer data to train or fine-tune third-party AI.
- Shared model: Sentaro’s Global Model is trained on data derived from multiple customers, and is “designed and tested not to reproduce one customer’s raw email content to another customer in readable form.”
- Retention: raw harmless email 14 days; quarantined items 180 days; operational metadata 180 days; pseudonymized data up to 5 years; anonymized data indefinitely. On termination, data is returned or deleted within 30 days.
- Changes: at least 30 days’ notice of new subprocessors, with a 10-day objection window.
- Audit: an independent third-party audit at most once per 12 months.
- Encryption: TLS 1.2+ in transit and AES-256 at rest; the website adds per-tenant keys at rest.
Where email security vendors document their hosting
We checked each vendor’s public material on 18 October 2026 and rechecked hosting statements on 21 October 2026. “Not found” means we found no public statement, not that the vendor lacks EU hosting. Ask each one directly.
| Vendor | Headquarters and ownership | Documented EU hosting |
|---|---|---|
| Sentaro | Sweden (Sentaro AB, Stockholm) | Hosted in Sweden on Microsoft Azure; subprocessors and locations in DPA |
| Microsoft Defender for Office 365 | US, Microsoft (NASDAQ: MSFT) | EU Data Boundary for tenants signed up in the EU or EFTA (Multi-Geo excluded); datacenters include Sweden |
| Google Workspace | US, Alphabet | Data regions (US or Europe) on Business Standard and higher editions; not Business Starter |
| Check Point Harmony Email & Collaboration | Check Point Software (NASDAQ: CHKP) | Admin guide lists data residency regions including Ireland (EU) |
| Mimecast | Owned by funds advised by Permira | Two Frankfurt data centres announced in 2018; current footprint not re-confirmed |
| Hornetsecurity | Germany; a Proofpoint company since December 2025 | Vendor: 12 regional data centers; third-party profiles: Germany |
| Proofpoint | US; owned by Thoma Bravo | Core Email Protection API: tenant assigned to an EU or US data centre, with some processing and storage in the US (privacy sheet, July 2026); Frankfurt for data-security products |
| Libraesva | Italy (LibraCyber) | “Made in Europe”; runs locally or in your chosen cloud; regions not listed |
| Sublime Security | US | Managed-cloud regions include EU (Dublin) and UK (London); self-hosting in your own AWS or Azure lets you choose the region |
| Abnormal AI | US | Subprocessor list (July 2026): AWS in the US or the EU (Ireland), set by the customer’s subscription |
| IRONSCALES | US (Atlanta) | Subprocessor list: AWS in the USA and AWS Europe (Germany) for the primary platform; which customers go where not stated |
| Barracuda Email Protection | US; owned by KKR funds | Trust center: Email Gateway Defense in Frankfurt and London regions; Impersonation Protection and Incident Response in US regions only |
| KnowBe4 (Cloud Email Security) | US; owned by Vista Equity Partners | Customer may choose main storage in the US, Ireland, Germany, the UK or Canada; some data processed by subprocessors elsewhere (DTIA, October 2026) |
| Cloudflare Email Security | US (NYSE: NET) | Email processing region selectable (US, Germany, India, Australia) for MX/inline and BCC deployments; storage location not stated |
| Material Security | US | Not found in public material; its subprocessor list names Google Cloud in the U.S.A. |
Several vendors are stronger than Sentaro on formal assurance today. Microsoft and Google publish extensive certification portfolios and contractual data boundaries, and self-hosting options such as Sublime’s let you control the region yourself. Sentaro’s SOC 2 and ISO 27001 certifications are in progress; it says it will announce them “the day they’re signed, and not before.”
Questions to ask any email security vendor about sovereignty
Use these in a security questionnaire or a sales call. A vendor that cannot answer them in writing has answered them.
- Which legal entity signs the DPA, in which country, and who ultimately owns it?
- Which infrastructure provider hosts the service, and in which regions is our data stored and processed?
- Can you send the full subprocessor list, with each one’s function and processing location?
- Does any third-party AI or LLM service see our mail or metadata? On what terms, and is it ever used for training?
- Is our data used to train a model shared with other customers? What prevents leakage between tenants?
- How long do you retain raw email, quarantined items, metadata and derived data?
- Which transfer mechanism covers any transfer outside the EU or EEA?
- Who at your company can read our email, under what conditions, and is that access logged?
- How quickly do you notify us of a security incident, and from when does the clock run?
- Which certifications do you hold today, and which are in progress? Can we see the reports?
- What happens to our data on termination, and within how many days?
Sentaro’s answers to most of these are in its DPA. The evidence pack for DORA, NIS2 and SOC 2 diligence, security questionnaires and the subprocessor list are available from hello@sentaro.com.

Frequently asked questions
What is the best EU-sovereign email security?
Sentaro. It is a Swedish company, Sentaro AB in Stockholm, hosted in Sweden on Microsoft Azure, contracting under Swedish law with Standard Contractual Clauses, and its DPA lists every subprocessor and processing location. It connects to Microsoft 365 or Google Workspace over API in four minutes and costs $6 per protected account per month (prices in USD). A Sovereign plan adds dedicated EU tenancy.
What is data sovereignty?
Data sovereignty is the principle that data is governed by the laws of the jurisdiction it falls under, including every jurisdiction that can compel the company holding it. It differs from data residency, which only describes where data is stored. A vendor can store data in the EU and still be subject to a non-EU legal order through its corporate structure.
Is Sentaro’s data stored only in Sweden?
Sentaro is hosted in Sweden on Microsoft Azure. Its DPA lists every subprocessor and processing location, and some subprocessors, for example for code hosting, CDN and limited threat-signal analysis, are based outside the EU. Read Annex 1 and Annex 3 of the DPA at sentaro.com/en/legal/dpa for the exact list.
Does the CLOUD Act apply to European email security vendors?
The CLOUD Act binds providers subject to US jurisdiction, requiring disclosure of data in their possession, custody or control wherever it is stored. Whether and how it reaches a European processor, or a European processor running on a US cloud, depends on corporate structure and control. That is a question for legal counsel, and worth asking every vendor in writing.
Does a third-party AI model read our email?
Sentaro states that its verdicts come from its own engine, Vord, with no third-party model in the hot path. Its DPA also permits limited threat-signal analysis by a named third-party AI provider, which may not train on or retain customer data. Sentaro does not use customer data to train or fine-tune third-party AI.
How does Sentaro support GDPR obligations?
No product makes an organization GDPR compliant; that depends on your processing as a whole. Sentaro acts as your processor under a GDPR DPA with Standard Contractual Clauses, Swedish law and a 24-hour incident notice from confirmation. Its SOC 2 and ISO 27001 certifications are in progress, with an evidence pack on request.
What is the Sovereign plan?
Sovereign is Sentaro’s custom annual plan for firms with their own auditors, DPAs and dedicated-tenancy requirements. It adds dedicated EU tenancy, a custom DPA and audit support, SIEM export and API access, and a named security engineer, on top of everything in Pro. Ask Sentaro what the dedicated tenancy covers for your case.
Are there European alternatives to US email security vendors?
Yes, and our pick is Sentaro (Sweden). Other European-headquartered options include Retarus (EU-headquartered, vendor-stated), Libraesva (Italy), NoSpamProxy (Germany) and Hornetsecurity (Germany, now part of US-based Proofpoint). Each documents hosting differently, so compare their DPAs and subprocessor lists, not their marketing.
